GCPs should be provided in ASCII text file (comma separated values/csv) format.
The file should be headed with a coordinate system definition, units of measure and estimated horizontal and vertical accuracy (note that these estimates are best derived from multiple occupations of the targets) as below:

In addition to the coordinates (ENH, XYh, LatLongHt etc.) a short description (e.g. NW corner of stop bar, Center of 15 cm round target, Outer apex of painted V) as well as the file names of the cellphone images illustrating the target should be given as below:

The source and authority of all adopted coordinates must be stated as well.
